Overview
How do health systems survive, adapt, and transform in the face of crisis?
From pandemics and climate shocks to cyberattacks and economic instability, today’s health systems must not only withstand stress but emerge stronger. RESOLVE is a four-day intensive course designed to equip public health professionals, policymakers, analysts, and system leaders with the knowledge and tools to evaluate and enhance health system resilience.
Delivered by experts from Trinity College Dublin and the European Observatory on Health Systems and Policies, this course blends cutting-edge research, real-world case studies, and practical exercises — including a dynamic health system resilience stress test — to deepen your understanding and sharpen your strategic response skills.

With new crises emerging, including climate change, economic pressures, and conflict-driven disruption, understanding how to prepare for, manage, and learn from shocks has never been more important.
Key Learning Outcomes
By the end of RESOLVE, participants will:
- Understand how different types of crises impact health systems
- Define and critically assess the concept of health system resilience
- Learn from international case studies, including health systems under stress
- Explore the HSPA framework and apply it to country-specific contexts
- Engage in resilience testing to identify system strengths and weaknesses
- Examine the role of leadership and intersectoral relationships in resilience
- Develop strategies for better preparedness and long-term resilience building
The course is structured across four thematic days:
- Introduction to Concepts of Resilience
- Shock Case Studies and Health System Performance Analysis
- Resilience Testing and Leadership Simulation Exercises
- Learning, Reflection, and Future System Design
Each day integrates theory, applied case studies, and interactive group-based learning to ensure translation of knowledge into practice.
The Course will take place 30th November to 3rd December 2026 at Trinity College, Dublin.
