Biography

Diarmuid Rossa Phelan BCL (NUI) LLM (BERKELEY), BL (Kings Inns), Ph D (EUROPEAN UNIV INST FLORENCE), MA (Dub iuris officio), BL (Inns of Court of Northern Ireland), Attorney (NEW YORK), F.T.C.D.. He is a fellow of Trinity College and formerly a fellow of the European Law Institute. He was elected a member of the Board of Trinity College (2014-2018, 2018-2022) and was Chair of the Fellows of Trinity College 2015-2018. He teaches in the fields of European Union Law, Jurisprudence, and Lawyering Skills, and accepts research students in these areas. Internationally he has been a visiting professor at the University of Hamburg, Humboldt University, the China-EU School of Law, the University of Zurich (2014), and Notre Dame Law School (2015), Senior Emile Noel Fellow at New York University Law School (2016), visiting fellow at Brasenose College Oxford (2014), Fellow at the European University Institute (Florence), fellow of the European Law Institute, visiting scholar the University of California at Berkeley and at McGill University. He has worked as a référendaire in the Court of Justice, as a member of the Joint Managerial Committee of the China - EU School of Law (http://en.cesl.edu.cn/) and as the lead on European Commission project for postgraduate EU study in Georgia. He trained in the US law firm Hughes Hubbard & Reed and is a Senior Counsel at the Bar of Ireland. He is admitted to the bars of England and Wales, Northern Ireland, and New York. He has acted as counsel in a wide variety of reported cases at every level in the Irish Courts and at the Court of Justice of the European Union and the European Court of Human Rights of the Council of Europe, with a particular focus on pro bono publico litigation.
