This matter of USA & severed relations is fraught with interesting situations. Supposing (say) that war should ensue. What then of the Programme & Aims of Wilson. Peace without Victory etc. would not that be a difficult line to hold to and not the same time lead the country into war. Then again how can diplomatic relations be severed & at the same time not have war. The only preventitive to an ensuing war would be that Germany retracted her stipulations
