Putting Learning and Evidence into Use: Building on One World, One Future: Ireland’s Policy for International Development

Irish Aid, in conjunction with the Development Studies Association of Ireland (DSAI), the Trinity International Development Initiative (TIDI) and the Overseas Development Institute (ODI), have organised a seminar with the following objectives: disseminating Ireland’s new Policy on International Development; presenting Irish and ODI research on areas related to the new policy goals and priorities; and building research and learning links between Irish third level institutions, NGOs and ODI.

This event is timely, following on from the recent launch of Ireland’s new Policy on international development and in advance of the launch of a new Research Strategy for Irish Aid. The policy and its priority areas will act as the frame for the presentations and discussions. The seminar will look at the how the impact of the policy can be maximised through putting learning and evidence into use. The aim is to identify the particular role of research institutions, to foster greater collaboration, and to highlight the centrality of a results-based approach to research. The expected outputs include:

  • An initial mapping of Irish research relevant to the policy for international development;
  • Identification of potential links between Irish research and ODI’s work for Irish Aid;
  • An action plan for following up on ways of collaborating between Irish third level institutions, NGOs and ODI.

About TIDI
TIDI is a Trinity College initiative which coordinates and promotes TCD's expanded engagement with research and teaching on subjects related to international development. By helping to forge links between different teaching and research activities, it aims to ensure that the College’s overall approach to international development is distinctive, coherent and integrated.

About DSAI
The DSAI is the Irish affiliate of the DSA UK and Ireland and represents all of the main Universities and Higher Education Institutions in Ireland. DSAI’s vision is a dynamic and evidence-driven development sector in Ireland contributing to the effective reduction of global poverty. DSAI aims to be the central point to connect and promote research for development in Ireland and act as a meaningful platform for dialogue between the development studies ‘constituency’, NGOs, Irish Aid and other international development stakeholders.

About ODI
ODI is the UK’s leading independent think tank on international development and humanitarian issues. The Institute works to produce a body of research on a range of themes that are relevant to Ireland’s policy priorities for international development including governance, power and politics, fragile states, secure livelihoods, social protection and humanitarian action. ODI is interested to make links with Irish institutions and organisations; the seminar is an opportunity to facilitate this and enhance ODI’s understanding of the Irish context and vice versa.

Sustaining Health: Pilot funding for cross-disciplinary research connecting environment, nutrition and health

The Wellcome Trust has launched a ‘Sustaining Health’ awards scheme in the broad area of 'connecting environment, nutrition and health'.  They want to support work, embracing the research themes of behaviour change, global nutrition, health impacts of climate change, and ecological public health, that will yield deeper insights into the issues at stake and develop strategies to mitigate the risks to human health.  This call aims to stimulate the formation of creative partnerships that bring together the diversity of competences required to tackle these complex problems and inform the global response through multidisciplinary research.  They welcome proposals from a broad range of disciplines and particularly encourage applications from cross-sector collaborations, involving academic organisations, industry/business, non-governmental organisations and/or government agencies based in the UK and overseas.  Participating organisations may be located in any country, and the principal investigator may be employed in any sector.

Call for Proposals: The Africa Centres of Excellence (ACE) project at the World Bank in Washington DC

The Africa Centres of Excellence (ACE) project at the World Bank in Washington DC have launched a call for proposals targeting universities in West and Central Africa, specifically in Benin, Burkina Faso, Cameroon, Ghana, Nigeria, Senegal and Togo.  The objective of the project is to promote regional specialization among participating universities in areas that address regional challenges and strengthen the capacities of these universities to deliver quality training and applied research. Proposals must address a specific development challenge in Science, Technology, Engineering, Mathematics and/or Health and Agricultural Sciences.  Each proposal must be led by a single academic institution but must include expenditure of 15% of the budget on partnership activities with partners from academia and industry both nationally, regionally and globally.  Therefore, there is scope for academic institutions outside Africa to participate (e.g. European institutions); indeed this is an important component of the project.  The Association of African Universities is the regional coordinator for the project and all details of the call for proposals are available on their website http://www.aau.org/?q=content/introduction-1.

MSc in Environment and Development Field Study in Rwanda

Amy Jennings, MSc student in Environment and Development travelled to Rwanda to undertake field work as part of her course.  Below is an article she wrote based on her experience:
“7,000km lie between Dublin and Kigali.  This is a distance that is impossible to comprehend for a small town girl from Maine in the United States--- because it is in metric.  Nonetheless, fourteen hours after boarding a plane in Ireland I looked up from the Skymall catalogue and we were alighting in Rwanda.  We arrived in Kigali in the evening. The beats of hip hop music, some dipped in West African highlife rhythms, resonated in the air, and the city’s warm energy was palpable. My roommate Jane and I slept soundly under the safety of bed nets, but not before brushing our teeth in the sink. We had already forgotten a rudimentary rule of travel within the developing world: avoid tap water at any cost”.

Trinity Global Health Expert Speaks before United Nations Commission for Social Development

Trinity College Dublin’s Professor of Psychology, Malcolm MacLachlan of the Centre for Global Health was recently invited to speak before  the United Nations Commission for Social Development,  where he gave a  presentation entitled ‘Community Based Rehabilitation and Inclusive Health: A Way Forward’.  The World Report on Disability (2011) estimates that 15% of the world’s population, or 1 billion people, have a disability, with 80% of these living in low-income countries. Professor MacLachlan’s presentation identified some of the challenges to the inclusion of people with disabilities in international development cooperation policy and programming.  It drew in particular on the work of the Irish Aid/Health Research Board funded African Policy on Disability and Development project (www.a-podd.org) in which Trinity’s Centre for Global Health is the lead partner.  This project has identified policy-gaps that need to be addressed and specific actions that could promote the effectiveness of civil society advocacy for the inclusion of people with disabilities.  These challenges include stigma, competition between aid stakeholders with different agendas, and divergence between disabled people’s organisations.  To view the full article please click here.

Evidence Aid: Identifying and Meeting the Need for Systematic Reviews in Disasters

The following article is written by Bonnix Kayabu, MD who is currently undertaking the International Doctorate in Global Health (INDIGO) at Trinity College.
" Humanitarian interventions are complex and uncoordinated in many areas affected by disasters. Furthermore, because of an increasing number of interventions by different aid agencies, it is difficult to measure the outcomes of specific actions and interventions, and the process for choosing adequate interventions remains a major challenge. The decision about which problems to focus on during emergencies all too often depends on how comfortable aid agencies and their partners feel, rather than the magnitude of the problems to be solved or the strength of the relevant evidence.  However, because disasters differ by their nature, actions to solve their consequences also need to differ and need to be appropriate to the relevant settings, drawing on evidence from similar locations, types of population and problems in the past. The choice of actions and interventions should be based on what has been proven to work, and what has the potential to work, in the relevant setting.  My research will help to make choices easier, in part by investigating how decisions are made in such complex situations.  How do humanitarian planners and aid workers know that a particular intervention is going to work in a specific area? How do they know that the intervention has not failed in similar settings, if they don’t consider what has been done elsewhere and what has and hasn’t worked? Most importantly, how do they decide if the chosen action is likely to do more good than harm?"

Energy Researchers at Trinity, Engineer a Generator that provides Electricity from Cooking to Homes in Rural Malawi

Energy researchers at the School of Engineering at Trinity College Dublin have just completed an Irish Aid, Intel and IRCSET funded research project that generates electricity from cooking stoves, providing lighting and phone charging in Malawi, one of the world’s least developed countries. Promoted by Irish Aid and in collaboration with the non-governmental organisation, Concern Universal, the generator is specifically designed to be used with low cost stoves now being produced by women’s groups in rural areas. The results have recently been published in the journal Applied Energy. To read the full news item pleases visit the TCD Communications Office here.

Friday 22nd March: The World is Bumpy: Power, Uneven Development and the Impact of New ICTs on South African Manufacturing with speaker Padraig Carmody

Some now assert Sub-Saharan Africa's (SSA) marginalization in the global economy is being reversed by an information technology revolution. However, while many claims are made for new ICTs - and mobile phones in particular - very little research has been done on the precise ways in which firms use these technologies and their developmental impacts. Drawing on over fifty firm-level interviews, this paper examines evidence of the uses and impacts of new ICTs in the wood products industry in Durban, South Africa and its surrounding region. In contrast to assumptions in much of the literature, it finds that rather than primarily being used to connect to global markets, they are most commonly used as technologies of local labour control and inter-firm competition. Consequently the use of these technologies may deepen existing inequalities and uneven development, and in some instances disinformationalisation, rather than reduce or overcome them.

Research Funding Opportunities

DISCOVER RESEARCH DUBLIN 2013 – 27 September 2013

Call for Expressions of Interest

Context
TCD and the RIA have successfully coordinated a bid to host Discover Research Night - Ireland’s 2013 contribution to European Researchers’ Night, an annual event to raise public awareness of researchers and research careers across Europe. European Researchers’ Night 2013, funded by the FP7 Marie Curie Programme, will take place on 27 September 2013 for one night only.  The funding we have received will support a few “headline events” as well as an administrative and communications infrastructure (website, printed programme, signage, security etc.).

Call
Within this context, the Discover Research team, based in the Trinity Long Room Hub, would like to invite researchers, research institutes, themes and projects to participate on the night, so as to promote research activities across TCD and across Dublin.  Although the slots for large-scale events have all been allocated, we would expect that the platform we provide will give researchers an easy way to gain profile for their activities in a broader, well-developed context.  This could also be an effective way for EU-funded projects to increase their impact and audience.

We are open to any discipline, idea or research area, but the presentation of the research should be accessible to a general audience, be interactive and engaging, and bring the audience into direct contact with researchers.  Hands-on or participatory events are particularly welcome, as per the European Commission’s guidelines for activities on the night.

Contact
If you are interested please email us at DiscoverResearchDublin@gmail.com, with a brief description of your proposed event (a paragraph) and the names of the researchers who are involved. You can visit our website at: www.discoverresearchdublin.com; Facebook Page: https://www.facebook.com/DiscoverResearchDublin2013; Twitter: @ResearchDublin.
Expressions of Interest must reach us on or before the 1st July 2013.

Call for papers: 2nd Annual Global Health Care Conference (EXTENDED DEADLINE: 15TH MARCH 2013)

A healthy way of life should be every individual’s goal.
