NOURISH: TCD-led Consortium Awarded €1 million by Irish Aid to research Nutrition and HIV in Uganda
Trinity College Dublin has received an award of just over €1m for a project, NOURISH, that will investigate nutrition and HIV treatment outcome through the development of a Ugandan/Irish research cluster. The project will investigate factors that affect the sustainability of treatment responses to HIV. The award was made to a consortium led by TCD by the Programme of Strategic Cooperation between Irish Aid and Higher Education and Research Institutes, Round 3. Researchers from TCD and six partner institutes with expertise in health sciences, natural sciences and economics will design and deliver interventions to determine the impact of environmental, health and economic factors on the experience and outcomes of Ugandans living with HIV/AIDS. NOURISH will create a HIV/Nutrition research cluster of academics, clinicians and policy contributors from Ireland and Uganda. The consortium includes TCD, Makerere University and the Infectious Diseases Institute at MU, Gulu University and the Joint Clinical Research Centre, and supporting partners University College Dublin and King’s College London. The NOURISH proposal was coordinated by the Trinity International Development Initiative (TIDI) and involves researchers from the Schools of Medicine, Social Sciences and Philosophy, Natural Sciences and the Institute for International Integration Studies (IIIS) at TCD. Irish Aid Funding for TIDI-led TCD Proposal
Trinity College Dublin has been awarded funding under the Programme of Strategic Cooperation between Irish Aid and Higher Education and Research Institutes Round 3. The proposal was coordinated by the Trinity International Development Initiative (TIDI) and involves researchers from the School of Medicine, School of Social Sciences and Philosophy, School of Natural Sciences and the Institute for International Integration Studies at TCD. A total of 7 projects will be supported under this round of funding, including TCD’s NOURISH project. NOURISH will investigate Nutrition and Treatment Outcome: through the development of a Ugandan – Irish HIV/Nutrition Research Cluster. Poor nutritional status and food insecurity is associated with immunological impairment and adverse health outcomes among children and adults infected with HIV, who are receiving treatment. Although Uganda’s response to HIV/AIDS has been recognised to be relatively effective, there are emerging issues which require urgent attention. This project will increase our understanding of the complex interactions between food security, HIV/AIDS and socio-economic factors, to impact intervention programmes at national level and benefit the poor in Uganda. This project will create a HIV/Nutrition research cluster of academics, clinicians and policy contributors which will build research and teaching capacity in Irish and Ugandan institutions and will be the mechanism for delivery of the project objectives. The cluster will be led by Trinity College Dublin with key partners Makerere University and the Infectious Diseases Institute at MU, Gulu University and the Joint Clinical Research Centre, along with supporting partners University College Dublin and Kings College London.

Thank you for completing the TIDI Evaluation Survey
TIDI recently conducted a survey to evaluate its activities. Many thanks to all those who took the time to provide feedback. With the current funding cycle coming to an end, we felt it was an opportune time to gain feedback from our stakeholders and evaluate our impact. The results of this survey are detailed in the TIDI Evaluation Survey Report. The main findings of the report show that TIDI has strong support across a range of stakeholders both internally and external to TCD. TIDI has been successful in raising awareness of development research taking place at TCD and there now exists a strong association among stakeholders, between international development and Trinity College Dublin, which enhances TCD’s image and reputation in this area. To read the TIDI Evaluation Survey Report, please click here. The TIDI Impact Report produced earlier this year can also be viewed here

Wednesday 25th April: Paradigm lost? The ‘Aid for Trade’ Agenda and the European Union’s Trade and Development Policies towards Sub-Saharan Africa
Dr Patrick Holden, IIIS and University of Plymouth will deliver this seminar as part of the IIIS Seminar Series. The WTO Task Force report on Aid for Trade/AfT outlined broad principles for this form of aid. Crucial questions as to the degree of intervention required to ‘make trade work’, the merits of bilateral versus multilateral assistance, and the relationship between export-led growth and poverty reduction, are left to individual donors and partners to resolve. This paper investigates how the EU’s policies towards Africa have evolved in the light of these tensions. Said policies have also been shaped by emerging global norms, heightened global economic competition and financial constraints. The research combines a critical discourse analysis of key texts, and a content analysis of policy documents, with an analysis of funding patterns and legal/institutional developments. All of which is supplemented by interviews with aid officials and civil society. A complex picture emerges in which the EU’s clearest strategy is its support for inter-regional integration, which it now admits has stalled. The EU is currently forging a new trade and development policy which draws a sharper distinction between least developed states and developing economic partners. ‘Pro-poor AfT’ is a vital concept here but there is little evidence of it actualising this.

Thursday 17th May: Global Finance: Breaking the Mould
Professor Bob Holton will deliver this IIIS Public Lecture. The global financial crisis has revealed deep-seated problems in the ways in which global finance markets, financial regulators and public policies operate. Robert Holton, drawing on his recent book Global Finance, will explore the profound legitimation crisis finance now finds itself in. He will argue that economic thinking is inadequate in explaining market dynamics and market failure. Recent sociological research will be used instead to investigate the social and cultural bases of financial trading and of macro-prudential regulation by central bankers. Market failure to correctly price risk has destroyed trust and confidence. Some implications for financial reform are then discussed, including normative re-regulation of capital markets.

Research Focus
MSc in Environment and Development Field Study in Rwanda
Amy Jennings, MSc student in Environment and Development travelled to Rwanda to undertake field work as part of her course. Below is an article she wrote based on her experience:
“7,000km lie between Dublin and Kigali. This is a distance that is impossible to comprehend for a small town girl from Maine in the United States--- because it is in metric. Nonetheless, fourteen hours after boarding a plane in Ireland I looked up from the Skymall catalogue and we were alighting in Rwanda. We arrived in Kigali in the evening. The beats of hip hop music, some dipped in West African highlife rhythms, resonated in the air, and the city’s warm energy was palpable. My roommate Jane and I slept soundly under the safety of bed nets, but not before brushing our teeth in the sink. We had already forgotten a rudimentary rule of travel within the developing world: avoid tap water at any cost”.

Trinity Global Health Expert Speaks before United Nations Commission for Social Development
Trinity College Dublin’s Professor of Psychology, Malcolm MacLachlan of the Centre for Global Health was recently invited to speak before the United Nations Commission for Social Development, where he gave a presentation entitled ‘Community Based Rehabilitation and Inclusive Health: A Way Forward’. The World Report on Disability (2011) estimates that 15% of the world’s population, or 1 billion people, have a disability, with 80% of these living in low-income countries. Professor MacLachlan’s presentation identified some of the challenges to the inclusion of people with disabilities in international development cooperation policy and programming. It drew in particular on the work of the Irish Aid/Health Research Board funded African Policy on Disability and Development project (www.a-podd.org) in which Trinity’s Centre for Global Health is the lead partner. This project has identified policy-gaps that need to be addressed and specific actions that could promote the effectiveness of civil society advocacy for the inclusion of people with disabilities. These challenges include stigma, competition between aid stakeholders with different agendas, and divergence between disabled people’s organisations. To view the full article please click here.
Evidence Aid: Identifying and Meeting the Need for Systematic Reviews in Disasters
The following article is written by Bonnix Kayabu, MD who is currently undertaking the International Doctorate in Global Health (INDIGO) at Trinity College.
"
Humanitarian interventions are complex and uncoordinated in many areas affected by disasters. Furthermore, because of an increasing number of interventions by different aid agencies, it is difficult to measure the outcomes of specific actions and interventions, and the process for choosing adequate interventions remains a major challenge. The decision about which problems to focus on during emergencies all too often depends on how comfortable aid agencies and their partners feel, rather than the magnitude of the problems to be solved or the strength of the relevant evidence. However, because disasters differ by their nature, actions to solve their consequences also need to differ and need to be appropriate to the relevant settings, drawing on evidence from similar locations, types of population and problems in the past. The choice of actions and interventions should be based on what has been proven to work, and what has the potential to work, in the relevant setting. My research will help to make choices easier, in part by investigating how decisions are made in such complex situations. How do humanitarian planners and aid workers know that a particular intervention is going to work in a specific area? How do they know that the intervention has not failed in similar settings, if they don’t consider what has been done elsewhere and what has and hasn’t worked? Institutions, Human Development and Economic Growth in Transition Economies by Pasquale Tridico, IIIS Research Associate
A new book written by IIIS Research Associate, Pasquale Tridico entitled “Institutions, Human Development and Economic Growth in Transition Economies” has been published. Since the fall of the Berlin Wall, the economies of Central and Eastern European countries and Former Soviet Republics have developed in different ways, with some considerably outperforming others. This book explores the reasons behind this: the models of capitalism that each country aimed at, the role of institutions and of institutional change in development, and the main determinants of economic and human development. Moreover, it also examines the relationship between democracy and development, and questions whether democracy is a prerequisite. The book also considers the relevance of social capital in transition economies to test the relationship between social capital and development. A comparative analysis of state policies is conducted in order to assess which policies have helped societies in transition to boost democracy, reinforce the middle class, reduce the influence of oligarchs and fill an initial systemic vacuum.

Thursday 28th June: Joint: A Fresh Look at the Link between Corporate Taxation and Inward Foreign Direct Investment
Speaker Professor Holger Görg, Christian-Albrechts-University Kiel, and the Kiel Institute for the World Economy will deliver this joint ESRI/IIIS Research Seminar. The authors use unique exogenous corporate tax policy changes in the Republic of Ireland to investigate how corporate taxation affects foreign direct investment at the extensive and intensive margin. To this end the authors construct exhaustive sectoral and plant level panel data and use difference-in-differences strategies. The results indicate that the increase in corporate tax rates for exporters did not affect the entry or exit of foreign plants in Ireland, even though foreign firms use Ireland as an export platform. However, at the intensive margin there is evidence that foreign plants in Ireland reduce the size of their operations in response to the tax change. All welcome. No registration required.

Prof. William A. Barbieri Jr. (The Catholic University of America, Washington DC, USA) will deliver this lecture as part of the Long Room Hub Lectures Spring 2012. To his earlier contributions on multiculturalism, intercultural dialogue, and social imaginaries Charles Taylor has recently added a powerful analysis of the contemporary dynamics of secularity. This body of work, together with his practical engagements with Canadian politics, provides a fruitful source of reflection on the challenges posed by cultural and religious diversity under the current conditions of globalization, mobility, and what some are calling “post-secularity.” After outlining Taylor’s broad approach and indicating some areas in which it needs to be developed further, Prof. Barbieri will explore what insights it might offer with specific respect to the status of immigrant Muslim communities in North Atlantic societies. William A. Barbieri Jr. is an associate professor of religious ethics in the School of Theology and Religious Studies at The Catholic University of America, where he also directs the Peace and Justice Studies programme.
