Wednesday 25th April: Paradigm lost? The ‘Aid for Trade’ Agenda and the European Union’s Trade and Development Policies towards Sub-Saharan Africa
Dr Patrick Holden, IIIS and University of Plymouth will deliver this seminar as part of the IIIS Seminar Series. The WTO Task Force report on Aid for Trade/AfT outlined broad principles for this form of aid. Crucial questions as to the degree of intervention required to ‘make trade work’, the merits of bilateral versus multilateral assistance, and the relationship between export-led growth and poverty reduction, are left to individual donors and partners to resolve. This paper investigates how the EU’s policies towards Africa have evolved in the light of these tensions. Said policies have also been shaped by emerging global norms, heightened global economic competition and financial constraints. The research combines a critical discourse analysis of key texts, and a content analysis of policy documents, with an analysis of funding patterns and legal/institutional developments. All of which is supplemented by interviews with aid officials and civil society. A complex picture emerges in which the EU’s clearest strategy is its support for inter-regional integration, which it now admits has stalled. The EU is currently forging a new trade and development policy which draws a sharper distinction between least developed states and developing economic partners. ‘Pro-poor AfT’ is a vital concept here but there is little evidence of it actualising this.

Professor Stuart Carr, Massey University, New Zealand will deliver this lecture as part of The School of Psychology, TCD public lecture series entitled ‘Trinity Psychology 50 Master Classes’ as part of a number of events to mark 50 Years of Psychology at TCD. These lectures will be given by researchers who are leading psychological researchers in the field. Admission is free and registration is not required.

Thursday 17th May: Global Finance: Breaking the Mould
Professor Bob Holton will deliver this IIIS Public Lecture. The global financial crisis has revealed deep-seated problems in the ways in which global finance markets, financial regulators and public policies operate. Robert Holton, drawing on his recent book Global Finance, will explore the profound legitimation crisis finance now finds itself in. He will argue that economic thinking is inadequate in explaining market dynamics and market failure. Recent sociological research will be used instead to investigate the social and cultural bases of financial trading and of macro-prudential regulation by central bankers. Market failure to correctly price risk has destroyed trust and confidence. Some implications for financial reform are then discussed, including normative re-regulation of capital markets.

As part of the European Commission-funded Ulab project, the Oxford Internet Institute, at the University of Oxford, coordinates the Engage Award - an online competition to identify the most innovative outreach and public engagement activities that have been carried out by European Universities. Over the past three years TIDI has worked hard to promote TCD’s expanded engagement with research and teaching in international development through its outreach activities. TIDI’s outreach activities include: the TIDI Fortnightly Bulletin, the TIDI Website, Facebook and Twitter pages, its Partnership Network with NGOs, the development community and international development organisations and universities. DSAI Submission to Irish Aid White Paper Review
The Development Studies Association of Ireland (DSAI) invites interested individuals and organizations to participate in a new networked consultation review of the Irish Aid White Paper. The Steering Committee of DSAI will manage a consultation process and submit a collective response on behalf of the membership. DSAI aims to harness multiple perspectives across sectors, practitioners, public and academics to generate high value feedback and creative proposals on the White Paper. The Steering Committee has compiled a first draft response and now would like to request the input of all interested members. Friday 9th March: Protecting Human Rights Defenders
Speaker: Mary Lawlor, Executive Director, Frontline. Human Rights are guaranteed under international law but working to ensure that they are realised can be a dangerous business. Human rights defenders are often the only force standing between ordinary people and the unbridled power of the state. They are vital to the development of democratic processes and institutions, ending impunity and the promotion and protection of human rights. Front Line Defender’s main focus is on those human rights defenders at risk, either temporarily or permanently because of their work on behalf of their fellow citizens. Thursday 8th March: Inspiring Futures – Empowerment through Education
Trinity College Dublin will celebrate International Women’s Day with a public lecture, hosted by Concern Worldwide and the Trinity International Development Initiative (TIDI), with speaker Jenny Hobbs, Education Adviser, Concern Worldwide. The lecture will be chaired by Dr. Maryann Valiulis, Director of the Centre for Gender and Women’s Studies, TCD. Concern’s Education Adviser will present evidence of the relationship between education and improvements in equality, health, livelihoods and security. She will also discuss the barriers to education such as School Related Gender Based Violence, extreme poverty, conflict and low quality of education provision that serve to marginalise girls and vulnerable children. Using examples from Concern’s experience, the complexities of education programmes to empower girls and inspire futures will be described, along with the successes that emerge from gender responsive, holistic education interventions.

Research Focus
Evidence Aid: Identifying and Meeting the Need for Systematic Reviews in Disasters
The following article is written by Bonnix Kayabu, MD who is currently undertaking the International Doctorate in Global Health (INDIGO) at Trinity College.
"
Humanitarian interventions are complex and uncoordinated in many areas affected by disasters. Furthermore, because of an increasing number of interventions by different aid agencies, it is difficult to measure the outcomes of specific actions and interventions, and the process for choosing adequate interventions remains a major challenge. The decision about which problems to focus on during emergencies all too often depends on how comfortable aid agencies and their partners feel, rather than the magnitude of the problems to be solved or the strength of the relevant evidence. However, because disasters differ by their nature, actions to solve their consequences also need to differ and need to be appropriate to the relevant settings, drawing on evidence from similar locations, types of population and problems in the past. The choice of actions and interventions should be based on what has been proven to work, and what has the potential to work, in the relevant setting. My research will help to make choices easier, in part by investigating how decisions are made in such complex situations. How do humanitarian planners and aid workers know that a particular intervention is going to work in a specific area? How do they know that the intervention has not failed in similar settings, if they don’t consider what has been done elsewhere and what has and hasn’t worked? Most importantly, how do they decide if the chosen action is likely to do more good than harm?"

New Solar Powered Water Disinfection System Developed by TCD Researchers
Researchers from Trinity College Dublin’s School of Engineering have developed a new solar powered water disinfection system which could revolutionise the supply of clean, safe water in developing countries. The solar disinfection unit, which has been piloted in the remote Kenyan village of Ndulyani, is a low cost, low maintenance system which requires only energy from sunlight to run. The system has been developed under the supervision of Dr Laurence Gill in the Department of Civil, Structural and Environmental Engineering, along with PhD research student Joanne MacMahon. Trinity Researcher Receives Prestigious European Research Council Starting Grant
A €1.4 million grant has been awarded to TIDI Steering Committee member, Dr Clionadh Raleigh of the Department of Geography in the School of Natural Sciences, to enable her to continue her research on the causes of the various types of political violence found within and across African states. The prestigious European Research Council (ERC) Starting Grant, which aims to support the most talented early career researchers to carry out pioneering work in all fields of research, was awarded for a period of five years. Meeting of TCD/UCD Masters in Development Practice Students with President Kagame of Rwanda
President Kagame of Rwanda received 20 students from Trinity College and University College Dublin on 17 August 2011. The students were in the country for more than two months undertaking a Masters in Development Practice as part of a summer placement arrangement with the National University of Rwanda. The high profile meeting was also attended by the Acting Rector (Acting Provost) of the National University of Rwanda and was covered by the leading national news paper and the Rwandan Television. The joint TCD-UCD Masters degree in Development Practice (MDP) is a new two-year programme that offers a world class training and education in development practice at graduate level. The Masters in Development Practice (MDP) is funded by the MacArthur Foundation (U.S.A.) and is part of a global network of Master’s degree programmes in Development Practice, which is led by Columbia University in the United States. The Institute for International Integration Studies at Trinity College Dublin & the Asian Development Bank (ADB) cordially invite you to the launch of the Asian Development Outlook 2012. The growing size and financial power of developing Asia is transforming the global economic landscape. ADB’s flagship economic publication Asian Development Outlook 2012 (ADO) provides a comprehensive analysis of macroeconomic issues in developing Asia, with growth projections by country and region. The ADO special theme chapter on confronting rising inequality in Asia examines how policy makers in Asia can respond to growing inequality. New Book by IIIS Research Associate: Institutions, Human Development and Economic Growth in Transition Economies by Pasquale Tridico
Since the fall of the Berlin Wall, the economies of Central and Eastern European countries and Former Soviet Republics have developed in different ways, with some considerably outperforming others. This book explores the reasons behind this: the models of capitalism that each country aimed at, the role of institutions and of institutional change in development, and the main determinants of economic and human development. Moreover, it also examines the relationship between democracy and development, and questions whether democracy is a prerequisite. The book also considers the relevance of social capital in transition economies to test the relationship between social capital and development. A comparative analysis of state policies is conducted in order to assess which policies have helped societies in transition to boost democracy, reinforce the middle class, reduce the influence of oligarchs and fill an initial systemic vacuum.

Policy Coherence for Development: Indicators for Ireland
This report commissioned by the Advisory Board for Irish Aid was authored by Michael King and Alan Matthews, Institute for International Integration Studies, Sutherland Centre, Arts Building, Trinity College Dublin. Building on the 2009 IIIS report “Policy Coherence for Development: The State of Play in Ireland”, this report is the first systematic attempt at developing a set of policy coherence for development (PCD) indicators for an EU member state. The report provides a comprehensive assessment of the coherence of Irish policy, in areas such as agriculture, trade, migration, security and the environment, with official overseas development objectives. This research responds to recent calls from the OECD and the EU Commission for greater evaluation of policy coherence efforts and was commissioned by the Advisory Board for Ireland Aid (ABIA). Bridge21: An Educational Initiative between Trinity College Dublin and Suas Educational Development
A collaboration strengthening Bridge21, an exciting initiative to bring about radical change in second level class room practice that involves Trinity College Dublin’s Centre for Research in IT in Education (CRITE) and Suas Educational Development was signed on February 20th and witnessed by the Minister for Education and Skills, Ruairí Quinn. Bridge21 embodies the best in progressive educational thinking and practice. Its new approach to learning encourages creativity, problem solving and collaborative skills and a sense of personal responsibility for learning. It has been trialled and tested in an out-of-school context and, in the formal classroom on a pilot basis nationwide in selected second level schools. The eight schools involved are Mercy Goldenbridge, Mt Anville, CBS Westland Row, St Mark's Tallaght, Mercy Sligo, Scoil Chonglais Baltinglass, John Scottus and Coláiste Bríd Clondalkin. Friday 23rd March: Deadline for Application for Position of Assistant Professor in Development Practice
Trinity College Dublin and University College Dublin are part of a global network of Masters in Development Practice funded by the MacArthur Foundation in the United States. The two universities wish to recruit an Assistant Professor in Development Practice to teach on this programme and to contribute to its administration. The TCD-UCD MacArthur Masters in Development Practice is part of a global network of universities with a Secretariat at Columbia University in the United States (http://mdp.ei.columbia.edu/). TCD and UCD now seek to recruit an outstanding candidate for a fixed-term 14 month Assistant Professorship (with possible renewal) to teach on this programme. Developing curriculum and helping coordinate the delivery of the programme are important duties of the post-holder. The successful applicant will be expected to teach primarily on postgraduate teaching programmes in the School, particularly the two year Masters in Development Practice, develop an active research profile and play an appropriate role in attendant administrative tasks. Fundraising Campaign for Innovative Water Disinfection System
TCD Environmental Engineering is raising funds to provide a borehole for a village in Kenya to feed an innovative water disinfection system which uses sunlight to disinfect water. The drought in the region had caused the original village water source for the system (a dammed river) to dry up and so an alternative water source is required.

Tuesday 21st February: Engaging Charles Taylor on Intercultural Ethics in a Secular Age
Prof. William A. Barbieri Jr. (The Catholic University of America, Washington DC, USA) will deliver this lecture as part of the Long Room Hub Lectures Spring 2012. To his earlier contributions on multiculturalism, intercultural dialogue, and social imaginaries Charles Taylor has recently added a powerful analysis of the contemporary dynamics of secularity. This body of work, together with his practical engagements with Canadian politics, provides a fruitful source of reflection on the challenges posed by cultural and religious diversity under the current conditions of globalization, mobility, and what some are calling “post-secularity.” After outlining Taylor’s broad approach and indicating some areas in which it needs to be developed further, Prof. Barbieri will explore what insights it might offer with specific respect to the status of immigrant Muslim communities in North Atlantic societies. William A. Barbieri Jr. is an associate professor of religious ethics in the School of Theology and Religious Studies at The Catholic University of America, where he also directs the Peace and Justice Studies programme.

Friday 3rd February: (TCD Students) Application Deadline for Summer Volunteer Projects in South Africa with Going Brown
The new Irish NGO Going Brown is recruiting for a summer volunteer project in South Africa. Core activities are either building or teaching English but also involve side projects around the interests and capacities of individual volunteers. Going Brown collaborates with the local Tshulu Trust to offer this three week project to build a pre-school classroom and run a winter school (it is winter in South Africa in June) in HaMakuya, a rural chieftancy in the north-eastern Venda region of South Africa, close to Zimbabwe, Mozambique and the Kruger National Park. Volunteers are required to raise €2500 as part of the programme.

The Global Health Press is a not-for-profit open access publisher. It provides a web-based outlet for the dissemination and utilization of research products, other than journal papers or monographs published by pay-for-access publishers. The Press focuses on: Global Health Project Briefs – these one-page A4 summaries of project findings highlighting policy and practice recommendations; Research Manuals – these manuals collate and summarise new research methods, and provide guidance as to how to use and interpret results arising from them; Project Reports - these are usually reports to funders, which are made available for dissemination purposes. The Global Health Press is a collaborative initiative facilitated by the staff of the Centre for Global Health, Trinity College, Dublin.

Monday 16th January: Submission Deadline for Call for Papers for 10th Anniversary of the IIIS Special Edited Volume.
The 10th anniversary of the establishment of the TCD Institute for International Integration Studies takes place in December 2012. To mark the anniversary it is intended that the Institute produce a special edited volume of papers focusing on the overarching theme of the Institute. The IIIS is seeking submissions that address the process of globalization as enacted via flows of capital, ideas, investment, knowledge, people, trade etc., the institutions and governance related to those flows and the concomitant integration of markets, peoples, states etc. All submissions covering the broad expanse of globalisation studies are welcome. Since international development is a key research interest for the institute submissions on development-related topics are encouraged.
It is intended that the volume be as inclusive as possible. Interdisciplinary submissions are especially welcome. The target readership is intended to include those with a general interest in the field of globalisation as well as those with more specialist interests in the field. Submissions which should not exceed 4,000 words in length (excluding diagrams, tables etc) can be single or multi-authored.

Friday 20th April: ESRC-DFID Joint Scheme for Research on International Development (Poverty Alleviation). Call for Proposals: Evidence Synthesis Research Awards (ESRA)
The Economic and Social Research Council (ESRC) and DFID are inviting applications to review and synthesise the research that has been funded under the ESRC-DFID Joint Scheme for Research on International Development (Poverty Alleviation) on the themes of: social protection food security
ESRC and DFID have jointly funded short- to medium-term poverty-focused research since 2005. So far, 46 projects have been funded under Phase 1 and 37 projects under Phase 2 of the Scheme. More projects will be funded in 2012. ESRC and DFID are undertaking a series of synthesis reviews of the commissioned research. It is anticipated the syntheses will be conducted during the period from April to August 2012 with final reports submitted in September 2012. Applications can be made for up to £10,000 for each synthesis. Applicants are welcome to undertake one synthesis up to a maximum of £10,000; or both, up to a maximum of £20,000.

Thursday 12th April: Proposals Invited for 2012 Funding Scheme
Sightsavers invites proposals for the 2012 MRCG/HRB funding scheme. A successful proposal will be funded with up to €100,000 per annum for up to 36 months. The focus of the research should be on health and development of children with disabilities in the early (pre-school) periods of life. Proposals must be submitted by 12th April 2012.

Monday 2nd April: Application Deadline for The Bill & Melinda Gates Foundation Grant Opportunity: Saving Lives at Birth
Saving Lives at Birth: A Grand Challenge for Development has launched its second call for innovative prevention and treatment approaches for pregnant women and newborns in poor, hard-to-reach communities around the world. In this round, the Saving Lives at Birth partners will fund transformative approaches that cut across three main domains: (i) science & technology; (ii) service delivery; and (iii) demand-side innovation.

Monday 2nd April: ESPA 2012 Grants
The Ecosystem Services for Poverty Alleviation (ESPA) Programme Executive Board invites Expressions of Interest to attend a Grant Development Workshop near London on 2–4 July 2012. This is the first stage in an application process for major ESPA projects which will be followed by outline proposals and full proposals. This Announcement of Opportunity is for empirical ESPA projects where original in situ research will lead to a significantly increased understanding of ways to enhance the benefits that poor people in low-income countries will derive from multiple ecosystem services. ESPA projects will be required to deliver research excellence with impact. The ESPA programme aims to deliver cutting-edge research that will improve our understanding of how to manage ecosystems and their services so that they deliver more for poverty reduction and inclusive growth processes. ESPA will bring together researchers from the physical, natural and social sciences in interdisciplinary teams across the world to provide evidence and tools to enable decision makers and end users to manage ecosystems sustainably and in ways that contribute to poverty reduction. Projects will generate new data and knowledge from integrated studies of a wide range of ecosystem services. This call is specifically focussed on how ecosystems and their services in multi-functional landscapes can better support enhanced multidimensional well-being of poor people in low-income countries.

March 2012: Deadline for Individual Applications for TCD-UCD Masters in Development Practice Scholarship Program
The Global MDP Network (www.globalmdp.org), including the TCD-UCD Master in Development Practice, is now a recognized network that can be funded as part of Joint Japan/ World Bank Graduate Scholarship Program (JJ/WBGSP scholarship) for the 2012 Academic Year. JJ/WBGSP eligibility criteria can be read in detail on their website (below). Students must be studying outside of the country of study at the time of scholarship consideration. The proposed MDP program of study should start during the academic year 2012/2013 for a maximum of two years. The JJ/WBGSP does not support applicants who are already enrolled (i.e., taking classes) in graduate degree programs. Applicants must also submit evidence of current unconditional admission to at least one of the MDP programs. Tuesday 20th March: Irish Research Council for the Humanities and Social Sciences Government of Ireland Postgraduate Scholarships 2012/13
The IRCHSS Government of Ireland Postgraduate Scholarships in the Humanities and Social Sciences including Business and Law are valued at up to €16,000 per year for up to three years. The cost of EU academic fees (up to max. €5,750 per year) is also covered. As part of this scheme, the Conflict Resolution Unit of the Department of Foreign Affairs, in partnership with the IRCHSS, invites applications for the Andrew Greene Scholarship in Conflict Resolution. This year, for the first time, the IRCHSS is using an on-line application system for applicants, supervisors, referees and institutional endorsement. Friday 16th March: Closing Date for Applications for International Development Scholarship
Unique Scholarship Opportunity for those interested in working in the international development sector: Access International Development is an EU funded project, designed at providing continuous professional development opportunities for those who are interested in working in the international development sector (further details on the project available at: http://www.aidproject.eu). They are currently developing a pan-EU CPD training programme that responds to the needs of both the international development sector at large and the employability needs of those wishing to work in International Development, at home or abroad. To this end, they are offering the unique opportunity of 22 fully funded places in the UK for those wishing to work online towards a Certificate in Personal and Professional Development accredited by the University of Ulster (for more information about the Certificate see: http://adl.ulster.ac.uk/lll/), normally costing in the region of £700 to complete this accredited training. The other participants on the programme will be drawn from Spain and Bulgaria. This Certificate course starts on 16 April 2012 and ends in December 2012. The modules that make up the Certificate are delivered online and assessment is based on a pass/fail only basis. Content will require a commitment of 6-8 hours/week on the part of participants. No prior qualifications or expertise in the field is required.

Tuesday 13th March: Deadline for EU Call for Proposals: Fundamental Rights and Citizenship "Action grants" 2011-2012
This programme is aimed at protecting fundamental rights of citizens and is one of five schemes under the programme for Fundamental Rights and Justice. It offers support to the fight against racism, xenophobia and anti-Semitism, civil society associations, the protection of fundamental rights and the protection of the Rights of the Citizen, through an interfaith and multicultural dialogue. Budget: €20.97 million (combined 2011 and 2012). The programme is open to institutions and public or private organisations; universities; research institutes; non-governmental organisations; national, regional and local authorities; international organisations and other not-for-profit organisations established in the European Union or in one of the countries participating.

Monday 27th February: Deadline for Submissions for Can Your Research Make An Impact?
The Irish Independent and the Higher Education Authority are inviting research students in any discipline at an Irish higher education institution to make a short submission on the difference that your research work will make to a particular aspect of Irish life, to the country as a whole or indeed, internationally. The five researchers, who in the opinion of an independent adjudication panel, put forward the most innovative or challenging ideas will be invited to present how their research is making an impact at a public event at The Helix at Dublin City University on Tuesday 24th April. They will have a maximum of ten minutes to make the presentation, followed by a brief question and answer session with an expert panel. Two awards of €2,500 sponsored by the Irish Independent will be made at the end of the evening, one by the expert panel and the other by a vote of second level students who will form part of the audience. Entries should be no longer than 1,000 words or if in video format, no longer than ten minutes and should communicate in language accessible to a layperson, why your research will make a real difference. Think of it as if you were writing a newspaper article or doing a short TV or radio interview.

Trinity College Dublin is offering sixteen postgraduate fellowships for postgraduate studies to Indian nationals. Monday 6th February: (TCD Students) Deadline for Receipt of Proposals for Student Project Prizes
Each year alumni give back to Trinity as they value the role the College has played in their lives. This year TCD is giving away €20,000 of alumni monies to deserving student projects that are making a difference to Trinity, Ireland and the World. To be in with your chance to win let us know what you're doing and how your idea will or can make a difference. Simply complete the short entry form outlining your proposal, its impact and how you would spend the prize money. Prizes awarded will range from €1,000-€5,000. A committee of staff, students and alumni will shortlist ten entries. The shortlist will then be open to voting by the Trinity community and shortlisted entries will be invited to make a 5 minute presentation to the committee before final allocation. Monday 6th February: Proposal Deadline for 2012 Climate Advocacy Small Grants Fund
Population Action International (PAI), a Washington, D.C. based non-profit organization, advocates for women and families to have access to contraception in order to improve their health, reduce poverty and protect their environment, is soliciting proposals for its 2012 Climate Advocacy Small Grants Program: Drawing Linkages between Population, Reproductive Health, Gender and Climate Change Adaptation. Only organizations based in Bangladesh, Ethiopia, Ghana, Kenya, Malawi, Nepal, the Philippines, and Tanzania are eligible to apply. Several grants of up to $20,000 USD will assist civil society organizations in identifying opportunities to promote the integration of reproductive health and gender considerations into national strategies and plans to address climate change. These one-year grants will support organizations in their efforts to document entry points for advocacy at the national and regional levels; strengthen cross-sectoral research, communication and collaboration; and build national-level support for the integration of reproductive health, gender, and climate change in national policies.
