Introduction
The National Public Procurement Policy Framework requires public bodies to develop a
Corporate Procurement Plan. The College’s plan will show key areas of focus to 2014 and
will set out the priorities for procurement in the medium and long term, in alignment with the ‘Trinity College Dublin, Strategic Plan 20092014’.
The plan seeks to identify and manage
what is bought and from whom, it then looks to implement the optimal purchasing process
and system to support procurement going forward. All of these actions will be spread over
two distinct phases of activity.
The present economic downturn and it’s influence on the funding environment makes the
development of a Corporate Procurement Plan essential. The notion of procurement
reform has gained currency with all sections of the Public Sector now focused on ensuring
that procurement lowers Cost and Risk while improving Value for Money.
The plan serves to highlight the issues ahead and its continued development will strengthen
the College’s commitment to effective and efficient procurement.
The implementation of the plan will be the responsibility of all budget holders within College
and will be overseen by the Procurement and Contracts Office. The plan will be subject to
review on a regular basis.
