This issue has now been resolved. Service is restored to Cisco IP phone users.

An issue affecting Cisco IP phones making and receiving external calls has been identified.
It is being investigated by ICT Facilities in conjunction with our vendors PlanNet21 and Damovo.
What does this mean for me:
If you have an Cisco IP phone you will not be able to make or receive calls from external numbers.
If you are calling a Cisco IP phone from outside the campus you will not be able to connect to the user.
