As you will know, all public sector salaries have been reduced at 1st January 2010 in accordance with the provisions of the Emergency Measures in the Public Interest (No. 2) Act 2009. In response to queries raised by the IUA, the HEA last week confirmed that the reductions provided for in the Act were to be applied to all staff funded from research accounts, irrespective of the funding source.
There are a number of considerations that arise in relation to the starting salaries of new researchers of which you should be aware. First is the matter of pay equity with existing staff whose salaries have already been abated, and account must be taken of this. Second, the issue of surpluses occurring in research accounts on foot of salary reductions is as yet unclear; however there is currently an expectation that return of salary surpluses is to be sought by the majority of funding agencies/research sponsors. I understand that the Treasurer’s Office will be working closely with the IUA to establish a sectoral position with all funding agencies in this regard.
If, therefore, you have new Research Fellows or Assistants, or other funded staff to be established on the Payroll from February onwards, it will be important to ensure that the rate of pay provided in the Nomination Form is the revised, abated salary. In the case of continuing staff it is important to note that proposals for salary increases or increments cannot be implemented until full clarity has been obtained on funder-expectation in relation to the disposition of salary surpluses occurring in research accounts.
Until such time as the position has been clarified, Principal Investigators are advised to retain pay savings and not to make commitments against such savings. Just as soon as the College is in a position to advise on the impact on budgets of the pay reductions we will be in touch with you again.
