What is RPM?
The RPM (Resource Planning Model) is a ‘future facing’/planned resource allocation model to be used for budgeting. The Board of the College has noted that “a future facing model would support College’s Strategic Plan while providing the effective means by which to manage College budgets.”

Advantages of resource planning models
The previous introduction of a resource allocation model based on academic criteria has had positive effects for College:
- it has resulted in schools being more focused on ensuring better financial management
- it created a greater level of planning and financial transparency across College
- it provided greater fairness in the allocation of resources across College than had previously existed.
Additional advantages provided by RPM:
- Allowing a single mechanism for budgeting and planning
- Providing academic units’ with provisional budgets in April/May for the forthcoming academic year
- Allowing multi-annual planning subject to quarterly monitoring of target achievements, with annual revision of the strategic plans of each academic unit
- Allowing informed coordinated strategic planning at Faculty and College level
- Introducing stability into financial mechanisms
- Realising the incentives which resource planning is designed to achieve
RPM Section of the Treasurer’s Office
The RPM Section of the Treasurer’s Office is responsible for the day to day running and management of the Resource Planning Model. This involves:
- Collecting and collating required information from the relevant areas across College (academic, administrative and support areas all supply data)
- Preparing and releasing the annual RPM Budgets
- Preparing and releasing the quarterly Actual versus Budget Reports
- Responding to RPM information requests from Board, the Planning Group and other relevant College committees.
- Maintaining the RPM software
- Responding to RPM queries, particularly from Faculty Deans; Heads of School; Faculty Administrators and Financial Advisors; and School Administrators.
